The Color Basics

  • Low - GREEN - No problem with Low
  • Guarded - BLUE - This basically meaningless. It implies Low is "unguarded", which we will never be again, presumably.
  • Elevated - YELLOW - Big problem with this one. Since it is also a verb, we get into ridiculous situations where we have to say "The Homeland Security Threat level was elevated from Elevated to High today" or "The Homeland Security Threat level was lowered from Elevated to Guarded today". Confusion occurs whether the level was Elevated or elevated (raised) from some other level.
  • High - ORANGE - High and Severe are not different enough, nearly interchangeable. "My daughter had a sever fever last night" or "My daughter had a high fever last night"...
  • Severe - RED - The civilian government comes to a complete halt (A Military Coup D'etat in America with Bush as Dictator). The military takes charge of the country. All civil rights are suspended indefinitely.

About the Color-Coded Terrorist Threat Levels

From 21 December 2003 to 9 January 2004, the national threat level - as established by the U.S. Department of Homeland Security - was Orange. Orange is one level above Yellow, which is as low as the threat level has gotten since the scale was established in the months following 9/11. There are two levels below Yellow. There's one level above Orange, Red.

This is what I wrote in Beyond Fear: "The color-coded threat alerts issued by the Department of Homeland Security are useless today, but may become useful in the future. The U.S. military has a similar system; DEFCON 1-5 corresponds to the five threat alerts levels: Green, Blue, Yellow, Orange, and Red. The difference is that the DEFCON system is tied to particular procedures; military units have specific actions they need to perform every time the DEFCON level goes up or down. The color-alert system, on the other hand, is not tied to any specific actions. People are left to worry, or are given nonsensical instructions to buy plastic sheeting and duct tape. Even local police departments and government organizations largely have no idea what to do when the threat level changes. The threat levels actually do more harm than good, by needlessly creating fear and confusion (which is an objective of terrorists) and anesthetizing people to future alerts and warnings. If the color-alert system became something better defined, so that people know exactly what caused the levels to change, what the change means, and what actions they need to take in the event of a change, then it could be useful. But even then, the real measure of effectiveness is in the implementation. Terrorist attacks are rare, and if the color-threat level changes willy-nilly with no obvious cause or effect, then people will simply stop paying attention. And the threat levels are publicly known, so any terrorist with a lick of sense will simply wait until the threat level goes down."

Living under Orange reinforces this. It didn't mean anything. Tom Ridge's admonition that Americans "be alert, but go about their business" reinforces this; it's nonsensical advice. I saw little that could be considered a good security trade-off, and a lot of draconian security measures and security theater.

I think the threat levels are largely motivated by politics. There are two possible reasons for the alert.

Reason 1: CYA. Governments are naturally risk averse, and issuing vague threat warnings makes sense from that perspective. Imagine if a terrorist attack actually did occur. If they didn't raise the threat level, they would be criticized for not anticipating the attack. As long as they raised the threat level they could always say "We told you it was Orange," even though the warning didn't come with any practical advice for people.

Reason 2: To gain Republican votes. The Republicans spent decades running on the "Democrats are soft on Communism" platform. They've just discovered the "Democrats are soft on terrorism" platform. Voters who are constantly reminded to be fearful are more likely to vote Republican, or so the theory goes, because the Republicans are viewed as the party that is more likely to protect us.

(These reasons may sound cynical, but I believe that the Administration has not been acting in good faith regarding the terrorist threat, and their pronouncements in the press have to be viewed under that light.)

I can't think of any real security reasons for alerting the entire nation, and any putative terrorist plotters, that the Administration believes there is a credible threat.


What the Terror Alert Colors Really Mean

So, here we are in Code Yellow status. If you even know what that means, you are one up on me. With predictable verbosity and confusing mumbo-jumbo, our friends in Washington have purposely made this Homeland Security Advisory System incomprehensible so that we are always in a state of panic - which may be their sole objective. People are more easily led if they are confused and terrified.

Mr. Ridge has asked every citizen to be vigilant in reporting suspicious activity to his or her local authorities. I took a look out of my front window for suspicious activity and I think I am going to be logging a lot of phone time. Really. Just what is the point of all of this? I mean other than adding more people to the government payroll. The hard fact is that we cannot stop anyone from attacking this country. They can and will change their mode of attack as current climate dictates. No one in their right mind would attempt another attack using airliners, but you can bet they have other avenues in mind. But, hey, if the government took all this time and money to think of this silly warning system, the least we can do is to give it our attention.

For those of you who are not familiar with the warning system, I have broken it down for you. In each level I have listed the government's responsibilities along with those of Mr. and Mrs. Average Citizen.


LOW - GREEN: Low risk of terrorist attack. (This level is extremely unlikely to be activated because it would require that our government have its nose out of the Middle East for at least one year. But, just in case, here are the responsibilities.)

  • Government responsibility: Collect taxes to keep the Homeland Security people employed. Constantly remind taxpayers of the ever-present threat of terror so that no one entertains the notion of disbanding the Homeland Security office. Mention Osama bin Laden.
  • Citizen responsibility: Work to pay taxes. Watch reality television and give no serious thought to a smaller government - we are safe here.
  • USResolve Comment: not gonna happen any century soon...

GUARDED - BLUE: A general risk of terrorist attacks. (General risk? What the hell does that mean? This level will most likely be used in the event that people get too comfortable in Code Green and start wondering why we are funneling all this tax money into Homeland Security.)

  • Government responsibility: Collect taxes. Arrest a few Middle Eastern people coming back from a trip to Niagara Falls on some bogus charge, question them, and show pictures of the scary foreigners on the evening news. Mention Osama bin Laden and replay the footage of the World Trade Center collapse.
  • Citizen responsibility: Work to pay taxes. Look at the pictures of the scary foreigners, shake your fist, and shout, "Nuke the bastards!" Give no thought to a government that keeps its nose to itself.
  • USResolve Comment: Watch your neighbors more closely, if their dog poops on your lawn, report them, it could be a bio-terror plot.

ELEVATED - YELLOW: Significant risk of terrorist attack. (We will be at this level until they serve margaritas in hell because our government shows no sign of minding its own business in the very near future.)

  • Government responsibility: Collect taxes. Parade a few soldiers in full battle gear around government centers or national monuments. Make airline travel a living nightmare by running people through so many X-Ray machines that they glow in the dark. Make carrying a nail clipper or making fun of an ineffective, absurd system a punishable offense. Mention Osama bin Laden.
  • Citizen responsibility: Work to pay taxes. Stand in line for three hours to board an airplane. Get mad and blame it on those, "Damn Arabs." Give no thought to why 90% of the military, constitutionally charged with defending OUR borders, is sitting in the Middle East.
  • USResolve Comment: Designed to keep us in a constant state of fear to make us rely on our protectors, the government, especially Bush & Co.

ORANGE: High risk of terrorist attack. (This level will most likely be the result of a higher level of "chatter." Only three people in Washington know just what "chatter" is, but it seems that it may have something to do with a pissed off Arab person fabricating stories about another Arab person to whom he owes money.)

  • Government responsibility: Collect taxes. Send more troops to the Middle East. Give daily news briefings in which absolutely nothing is said. When pressed for the evidence that necessitated the higher threat level, site national security and refuse to answer any more questions. Plan an invasion of another country justifying it with vague references to a relationship between their country's president and some scary person like Osama bin Laden.
  • Citizen responsibility: Work to pay taxes. Send your sons and daughters to fight in the Middle East. Prepare a disaster kit. Buy a gross of batteries, 800 gallons of drinking water, 90 rolls of toilet paper, and 678 miles of duct tape. Give no thought to how one would breath in a house that was airtight.
  • USResolve Comment: Hold tight, democracy is in jeopardy if we let fear go unchecked and reports go unconfirmed.

RED: Severe risk of terrorist attack. (This level would most likely be invoked about three hours after an attack.)

  • Government responsibility: Collect taxes. Rush to the scene of destruction, wave the flag and make inspirational speeches about kicking someone's ass. Create another government position to prevent another attack of THIS particular nature. Give no thought to who is going to protect our borders when our entire military is stationed in the Middle East. Link the attack to Osama bin Laden.
  • Citizen responsibility: Work to pay taxes. Watch endless footage of the destruction. Cry a million tears. Bury your dead. Give no thought to why this happened. Oh and don't forget, the civilian government comes to a complete halt, and we'll be under a military controlled government.
  • USResolve Comment: Bend over and kiss democracy goodbye. The Coup D'etat in America is underway as it has been planned. The elite, Skull and Bones is now in charge. Little people (the middle and lower class) like you and me will bear the brunt of all taxes and military deaths...wait, it's that way now...
